Lawmakers weren't making the big stink. It was kids and their footwear.
The 38th annual rotten sneaker contest was sponsored by Odor Eaters.

Anxious parent of 8 finalists from as far away as Alaska converged on the Elks club. They were judged on the odor of their sneaks and how they got that way.
Among the judges was Brown professor Rachel Herz author of a book called That's Disgusting.
The winner by a twitching nose, a 14-year-old girl from Bristol, Conn.
"I got my sneakers rotten by working in the chicken coop and taking my dog for walks in the dog park," Casey Adams, Rottenest Sneakers of 2013, said.
"Clean the chicken coop out. That was a classic move to really make them stink up because chicken manure is one of the worst smells ever," Herz, said.
Before you thumb your nose at the whole thing, Casey won a check for $2,500, the Golden Sneaker Award and a trip to New York City - including tickets to a perfect Broadway Show Wicked!
