Vermont Governor Peter Shumlin wants lawmakers to forgive millions that a recent audit showed cities owe the state.

Shumlin talked about the tax program Tuesday in downtown Winooski.

Right now a number of cities use a program that doesn't require taxes to be paid, that way value increases and when tax collection resumes, and the state sees more money.

But it's something Vermont's former auditor says local leaders messed up, and Shumlin says lawmakers now need to make the rules more clear.

"Pass a bill that will clarify the TIF districts through rulemaking, enforcement and ensuring that the current laws are understandable," said Shumlin.

Lawmakers are also considering increasing the number of cities that use these programs to include Barre and South Burlington.
