VT Auditor Releases Report Reviewing the Department of Public Safety

WATERBURY, Vt. -

The Office of the Vermont Auditor released a report Tuesday reviewing the Department of Public Safety (DPS) payroll data, processes and procedures to identify vulnerabilities.

A press release says that the report found a low risk of fraud for many of the procedures reviewed and that improvements are being made to further reduce any risks of fraud.

The data collected for the report was from January 2010 through September 2012 for all 800 Department of Public Safety employees. The report was prepared by StoneTurn Group LLP, which contracted by the State Auditor's Office.

"We applaud the tremendous efforts of the Auditor's Office and StoneTurn Group LLP to review the processes and controls at DPS which revealed our vulnerabilities to fraud, abuse and waste," said Public Safety Commissioner Keith Flynn. "This report and the data compiled, which we will continue to review and analyze, allows us to make thoughtful and appropriate changes to improve our payroll and overtime process.  With the implementation of a new state payroll reporting system, the continued routine overtime audits of employees, and the development of more robust program reporting codes, our risk for fraud, abuse and waste will continue to decrease."

Governor Peter Shumlin requested the audit after the overtime abuses by sergeant James Deeghan last summer.

Currently at the Vermont State House, a House panel is working on a proposal by Governor Peter Shumlin to block public employees convicted of certain crimes from collecting their full pensions.
