The Obama administration says it might have all troops out of Afghanistan in December 2014.
This flies in the face of the Pentagon.
Top officials say thousands of troops are still needed to contain Al-Qaeda and help Afghan forces.
The president isn't ruling out bringing all of the troops home.
Right now, the U.S. has more than 65,000 troops in Afghanistan.
