WASHINGTON -
A new report released Wednesday on the attack on the U.S. Consulate in Benghazi, Libya, puts the blame on heads of state for the lack of security.
The independent investigation found that security was inadequate.
It also said the attack wasn't anticipated and there was no protest prior to the attack that left Ambassador Chris Stevens and 3 other Americans dead.
The Obama Administration is already implementing many of the recommendations in that report.
