MONTPELIER, Vt. -

A Vermont police department says a New Mexico man in custody in New York on charges of conspiracy to commit murder posed no threat to anyone in the St. Albans area.

St. Albans police say the alleged intended victims of 23-year-old Tanner Ruane have been identified and the Vermont State Police are working with their counterparts in New Mexico on the case.

St. Albans police say Ruane spent time in the northwestern Vermont community last week after his uncle and traveling companion,  41-year-old Mark Staake, was arrested after the two got lost on Nov. 19 and ended up at the Highgate Springs border crossing.

Staake was arrested on fugitive from justice charges.

Ruane was arrested the next day in Rotterdam, N.Y., on charges of conspiracy to commit first degree murder.
