NEW YORK -

The FBI arrested a man, they say, was plotting to blow up the Federal Reserve Building in New York City.

Federal Officials say the 21-year-old was captured during a joint sting operation with police.

They say Quazi Nafis parked a van filled with, what appeared to be, explosives and tried to detonate it.

Undercover officers, posing as his associates, arrested him at the scene.

"We are still very much a coveted target by terrorist," New York City Police Commissioner Ray Kelly said. "He said New York is the top of the terrorist target list in this country and this just reaffirms that."

Nafis is being held without bail.

He was a student at Southeast Missouri State University, majoring in cyber security.

Police say they flagged him on the Internet 3 months ago.
