Vermont State Police say David Allan Morrison, 52, has been charged with first-degree murder in the killing of Sarah Hunter, 36, of Manchester, Vt.
Morrison is already serving a life sentence in California for attempted murder.
New DNA technology helped the case, police said. He has been a suspect from the start.
Police held a press conference Monday morning.
Hunter was last seen in 1986. Her car was found parked at a gas station off Route 7A. Hunter's body was found two months later in Pawlet, Vt.
