NH Fetus Homicide Bill Proposes Murder Charges in Causing a Woman to Lose her Fetus

CONCORD, N.H. - The New Hampshire Senate is working on a compromise bill that would expand the state's homicide statutes to include causing a pregnant woman to lose her fetus.

 The Senate postponed voting on the bill until Wednesday so a possible compromise could be worked out addressing problems with the bill.

The bill would make an exception for medical procedures - such as abortion - requested by the mother or her legal guardian. Fertility organizations opposed the bill because it doesn't exempt fertility treatments.

The House-passed bill proposed adding the death to the homicide statutes making it possible to charge someone with first-degree murder, second-degree murder or negligent homicide after 24 weeks of pregnancy. The Senate Judiciary Committee is recommending applying the penalty from conception instead of after 24 weeks.
